Creative & AI Video
UGC ads that stop the scroll and test more hooks per dollar.
AI avatars find the winning hooks quickly and cheaply. Real creators turn those winners into ads people trust. You get both, scripted from your reviews and past winners, cut for every placement, with usage rights and AI labels handled.

Overview
What are UGC ads?
UGC ads are paid social ads in the casual, first-person style of user-generated content, made either by real creators licensed for advertising or by AI avatars with synthetic voices. They work because they look native to the feed, so people watch before they decide it's an ad. Noorscale runs both kinds: AI versions to test many hooks and angles for little spend, then creator versions of the winners for extra trust, with usage rights and platform AI labels in place.

What problems does a UGC ad campaign solve?
A UGC ad campaign solves three common problems: “Our best ad is fatiguing and nothing replaces it”, “Creator videos cost too much to test one idea” and “The AI ads we tried looked fake”. Each one has a fix.
The problem
- “Our best ad is fatiguing and nothing replaces it”Frequency climbs, cost per purchase creeps up and the one ad carrying the account slows down. Shoots can't produce new angles fast enough to find the next winner.
- “Creator videos cost too much to test one idea”Paying a creator, shipping product and waiting weeks to learn whether one opening line works makes testing slow. Most ideas deserve a cheap first read before they get a budget.
- “The AI ads we tried looked fake”Stiff avatars, flat voices and generic scripts get scrolled past and chip away at trust. Volume only helps when every variation looks at home in the feed.
What changes
- More winners per test dollarAI variations give every hook a cheap first read, so budget flows to the ideas that win before you pay for a shoot.
- Ads that stop the scrollOpenings built from the words your buyers use in reviews and comments, cast and cut to look native to each feed.
- Fatigue handled before it bitesFresh, tested concepts are ready before your current winners tire, which protects cost per purchase as spend grows.
- Rights you can defendUsage terms, expiry dates and AI labels on file for every ad, so nothing runs without permission.

What's included
What does a UGC ad campaign include?
A UGC ad campaign includes six deliverables: hook bank from your own data; AI UGC variations; creator UGC, sourced and managed; usage rights and AI labels; Spark Ads and partnership ads; and weekly test readout. Each one is working material your team can use, not a slide deck.
Scope · UGC Ads (AI & Creator-Made)6 deliverables
- 01
Hook bank from your own data
We mine your ad account, reviews, support tickets and competitor ads in the Meta Ad Library and TikTok Creative Center for the angles your buyers already respond to.
- 02
AI UGC variations
Licensed avatars and voices cast to your buyer, cut into hook, voice, caption and CTA variations so every test isolates one variable and the result means something.
- 03
Creator UGC, sourced and managed
Vetted creators briefed on the winning hooks, with product shipping, deadlines and reshoots handled, and raw footage edited into several hooks and lengths per creator.
- 04
Usage rights and AI labels
Paid usage, term, exclusivity and whitelisting in writing for every creator, plus the right AI disclosure per platform for every avatar ad.
- 05
Spark Ads and partnership ads
TikTok Spark Ads codes and Meta partnership ad permissions, so winning ads can run from the creator's handle with their social proof attached.
- 06
Weekly test readout
Which hooks, faces and angles won on hook rate, hold rate and cost per purchase, and the next batch we'd make from those results.

Process
How long does a UGC ad campaign take?
The work runs in four steps, starting in week 1 and continuing from month 2 onward. Every step ends with something you can use, so you always know what's landed and what comes next.
Time to first results: First test read in 3–4 weeks
Step 01Week 1
Account and buyer research
We study past winners and losers, read reviews and comments, and pull competitor ads to find the angles your account hasn't tested yet.
You get: Hook bank and untested angles
Step 02Week 2
AI test batch
You approve scripts and avatar casting, then we produce the first round of variations, named and organized for a clean test.
You get: First batch of named AI variations
Step 03Weeks 3–4
Launch and early read
Ads go live in your test campaigns. We read hook rate and hold rate early, before cost per purchase settles.
You get: Early hook and hold rate readout
Step 04Month 2 onward
Film the winners
Winning hooks go to real creators and get new bodies, faces and offers. Each round starts from what the last one proved.
You get: Creator versions of the winning hooks
Reporting
How will you know a UGC ad campaign is working?
You'll know a UGC ad campaign is working from four measures on a live dashboard: hook rate, hold rate, cost per purchase by concept and creative win rate. You also get a written review every month: leading indicators first, then the numbers your finance team cares about.
Monthly reportSample
- Hook rateHigher is better
Share of impressions that watch past the first three seconds, the clearest read on whether an opening line works.
- Hold rateHigher is better
How many viewers stay through most of the ad, which shows whether the body and pacing earn attention.
- Cost per purchase by conceptLower is better
Spend divided by purchases or sign-ups, grouped by concept so we know which angle wins, not just which ad.
- Creative win rateHigher is better
Share of new ads that beat your current control on equal spend, the number that tells you testing is paying off.

FAQ
Questions about UGC Ads (AI & Creator-Made)
Something else on your mind? Email grow@noorscale.com and a person will reply within one business day.
How much do UGC ads cost?
UGC ads run per batch or as a monthly creative retainer, scoped in writing after a free call. Cost depends on how many concepts and variations you need, the mix of AI and creator ads, creator rates and how long you need paid usage rights. AI variations cost far less per finished ad than filmed creator videos, which is why we test with AI first.
What's the difference between AI UGC and creator UGC?
AI UGC uses licensed avatars and synthetic voices, so it's fast and cheap per variation, which makes it the efficient way to find the hooks and angles that work. Creator UGC uses real people who have used your product, which earns more trust when a buyer needs to believe a person. We usually test angles with AI first, then film the winners with creators.
How fast can we get UGC ads live?
AI batches are usually ready about two weeks after kickoff, once scripts and avatars are approved. Creator batches take three to five weeks, because sourcing, contracts, shipping and filming come first. Expect a readable test result one to two weeks after launch, depending on spend.
Do AI UGC ads look fake?
AI UGC ads look natural when they're cast, scripted and edited with care. Default avatars and generic scripts are what look fake. We cast avatars to your buyer, write for spoken delivery, cut in real product footage, and drop any take that doesn't pass a human review.
Do you disclose that ads use AI avatars?
Yes, we follow each platform's AI labeling rules and never present an avatar as a real customer. Avatar scripts are written as demos and explainers rather than invented testimonials, which keeps you clear of fake-review rules. Creator ads carry the paid partnership disclosure each platform requires.
What usage rights come with creator UGC?
Each creator agreement spells out paid usage by channel, the license term, any exclusivity and whether ads can run from the creator's handle. We track every expiry date and renew or retire ads before a license lapses. Longer terms are usually available for a higher fee.
Can winning ads run from the creator's own account?
Yes, through TikTok Spark Ads and Meta partnership ads, with the creator's permission written into the contract. The ad then shows the creator's name and handle, which often reads more like a recommendation than a brand ad. We test creator-handle and brand-handle versions against each other on cost per result.
Do UGC ads work for apps and subscription products?
Yes, apps are a strong fit because screen recordings, onboarding flows and feature demos pair naturally with a presenter. We cut separate versions for install, trial and re-engagement campaigns and test a different value proposition in each. Every claim is checked so the ad matches the product experience.
Should we hire a UGC agency or use a creator platform directly?
Use a platform such as Billo or Insense directly if you have time to write briefs, review footage and edit for performance in-house. An agency earns its fee on hook strategy, rights management and editing, which is where self-serve UGC usually stalls. We source through those platforms too, so you get their creator pools with our direction.
Can supplement and skincare brands run UGC testimonials?
Yes, as long as creators describe their real experience and stay within claims your brand can substantiate. Creators can't make claims you couldn't make yourself, and their connection to your brand must be disclosed. We write a banned-claims list into every brief and review footage before it runs.
